As I recall ? flag is new behavior since 5.1.26

The Maxmind database dropped Cloudflare IPs. Technically, this is probably a good idea, as with them acting as CDN, we don't have a way of knowing where the actual site is; just the Cloudflare node, which isn't as important. Cloudflare advertizes anonymization as one of its selling features, for that matter. If they don't add anything back for these IPs in this month's update, I'll probably change the icon to something better. I'm also considering filling in unknown ranges in the IPDB in Flagfox with CDN ranges from another Maxmind DB, but I'm not sure if that's viable for a minor update or not, yet.

TL;DR: Flagfox is accurate here; it has no way of knowing where the site is. You can click the icon to go to Geotool (by default) and it'll tell you the ISP, which in this case is Cloudflare.

It looks like this is a permanent change, as the removal of CloudFlare networks from the Maxmind databases was mentioned a while ago in the GeoIP2 Release Notes.

The City level Maxmind database used by the Geotool website was updated yesterday, and it looks like the entries for Cloudflare have been added back in. Which is odd as according to their release notes mentioned in a post above Maxmind were planning on removing them.

I'm sure Dave will be releasing an updated version of Flagfox soon, which will also include an updated Maxmind database (different to the one the Geotool website uses, as Flagfox uses a smaller Country level database). As far as I can tell this database will also has an entry back for at least this IP address. I've not checked other Cloudflare sites to see if they've all been added back in.

Update will be released soon. Sorry for the delay.

Flagfox 5.1.27 will have the updated IPDB and will show a better icon/tooltip for CDNs.
