That can happen. It probably has something to do with cache servers - see the two sections under https://flagfox.wordpress.com/faq/#wrongflag.

Occasionally, the databases that Flagfox and Geotool use can differ, resulting in differing results. The Geotool database is more detailed, as it has city level information, whereas the Flagfox database only has country information.
