Maxmind provide several IP to location databases. Geotool uses the free GeoLite version, whereas the tests that you are performing on the Maxmind website uses the more accurate, but also more expensive GeoIP2 Precision database. Thanks for your report, and this does indeed seem to be a typo. I have corrected this on the Geotool website that is affiliated with the Flagfox extension. I am sure that Dave will make the required changed to Flagfox which will then be included in the next release.
